I set up a papyal business account. My first payment was held for 21 days and then they took an 8% fee!!! How PP can justify charging a £70 fee on a single transaction is mind-boggling. It's unethical.

I made the mistake of falling for a FB ad & purchased a once only make up item through Paypal. I did receive this item. A month later I see on my Paypal account the company have taken over double the original amount US$31.00 from my Paypal account - they say I signed up for a 'VIP experience' subscription which I most certainly DID NOT!!! They make up screen shots of me ticking the VIP subscription box. Paypal are unable to help me other than cancelling the subscription because I am unable to prove I did not tick the box. I'll be cancelling my Paypal account as they now allow unscrupulous companies like this to steal money from your credit card.

I believe this company exists primarily to service scammers. If you are scammed through a dishonest advertisement, Paypal does *not* stand behind their promise to protect consumers. I was sent a product that did not in any sense correspond to what I ordered, and Paypal allowed that. As soon as I finish making a chargeback through my credit card company, I will be deleting all of my payment methods from Paypal and then deleting my entire account.

We do not have a PayPal account however someone is using our email for a PayPal account and when I called PayPal they asked me to verify the account which we don’t have. I asked them to close the account associated with our email but they declined because I can’t verify any of the information, name or phone number on the account. a missing withdrawal
I am sharing my experience publicly because after more than 50 days, PayPal still cannot provide consistent or verifiable information regarding a missing withdrawal.
Timeline of Events:
• 13 March 2026
I initiated a withdrawal from PayPal to my bank account (Raiffeisen in the amount of 1,460 EUR
• 18 March 2026
PayPal stated that the withdrawal was completed successfully.
• March – April 2026
The funds never arrived in my bank account.
My bank officially confirmed in writing that:
* no such incoming transaction exists,
* no SWIFT/UETR trace exists,
* no recall request was received.
During the following 50+ days, different PayPal representatives provided completely contradictory explanations, including:
1. The money was successfully transferred.
2. The money is already in the bank.
3. PayPal cannot determine the status of the transfer.
4. A trace investigation is ongoing.
5. A recall request was denied by the beneficiary bank.
6. The case is still under investigation by the back-office team.
7. PayPal cannot provide MT103 or UETR documentation.
8. The payment may not have gone through SWIFT at all.
At one point, PayPal even refunded the withdrawal fee (5 EURO), which strongly suggested that there had been an issue with the transaction.
However, despite repeated requests, PayPal still has not provided:
* proof of transfer,
* proof of settlement,
* SWIFT MT103,
* UETR tracking,
* trace documentation,
* recall documentation,
* or any verifiable evidence showing where the funds actually are.
I have preserved screenshots and chat transcripts from multiple PayPal representatives because the explanations given have been inconsistent and mutually contradictory.
I have now escalated the matter to the Financial Services and Pensions Ombudsman (FSPO) in Ireland.
What concerns me most is not only the missing funds, but the fact that after more than 50 days, PayPal still appears unable to provide a consistent audit trail for this transaction.
I hope this review helps other users understand the risks involved when large withdrawals encounter problems.

PayPal has become extremely expensive and unfair for users from Moldova.
I received 640 USD and when trying to withdraw the money, PayPal forced the conversion into Moldovan Leu using a very poor exchange rate. I lost around 35 USD only from conversion and withdrawal fees. Even if my bank card is in USD, PayPal still forces the transfer in local currency.
On top of that, when sending money through PayPal before, I was also charged around 15 USD in fees. At this point, it feels like you lose money both when receiving and when sending funds.
For freelancers, agencies and online businesses, these costs are absurd. There is no transparency and no real option to withdraw USD directly in Moldova.
People should seriously consider alternatives like Stripe, Wise or Payoneer before using PayPal.

I sold some tickets using a third party site as I was unable to attend - I didn't choose paypal, it seemed to be the only method available. Once the transaction had gone through, I had an email to say that the payment was on hold for 21 days as I had not sold through paypal before. Total con. I've had an account for 15+ years. I tried to get some more information with their chat bot but got nowhere. I tried calling but every time I selected an option / gave a response, there was yet another question. Eventually the line went dead! So they keep my money for 3 weeks, and it is MY money, aiding their cash flow / earning interest or whatever, and aoart from the nonsensical explanation on their site, I can't get a personal response from anyone. I will never go through a transaction with PayPal again

A software subscription renewed automatically through my PayPal balance for €99. I did not want the renewal, the price had increased significantly from the previous year, the merchant was unresponsive, I could not access my account properly, and the product itself was materially limited, with key functionality locked.
Despite all this, PayPal decided that the payment was “processed correctly.” That may be technically true in their system, but it completely ignores the real issue: the customer was left with an unwanted renewal, an unusable or restricted product, and no meaningful protection.

My experience with PayPal has been extremely disappointing and unprofessional from start to finish. Our business received a legitimate payment of $25,000 from another business into our PayPal business account, yet PayPal proceeded to hold the funds for more than four months without providing any reasonable explanation or timely resolution.
Within the first two weeks, I completed every single requirement they requested. I supplied business verification documents, identification, account information, and any additional evidence they asked for immediately and in full. Despite fully cooperating from the beginning, the matter continued to be delayed over and over again with no meaningful progress.
During this process, I made more than 30 phone calls to PayPal customer support attempting to have the issue resolved. Every conversation resulted in different answers, conflicting information, and repeated excuses. One representative would claim the matter was under review, another would say it had been escalated, and another would advise me to simply wait longer. It became obvious that nobody had clear authority over the situation or any genuine intention of resolving it efficiently.
What is most concerning is that this was a legitimate business-to-business transaction involving a substantial amount of money. Holding $25,000 for four months created serious disruption, unnecessary stress, and impacted normal business operations. For a company that markets itself as a trusted financial platform for businesses, the level of incompetence and lack of communication I experienced was completely unacceptable.
At no stage was there proper transparency regarding timelines, reasons for the continued hold, or what additional action was supposedly required. Even after complying with every request, the process felt deliberately prolonged with no accountability whatsoever.
The customer service experience was equally frustrating. Most responses felt scripted and repetitive, with representatives unable to provide direct answers or take ownership of the case. After dozens of calls and months of delays, it became incredibly difficult to have any confidence that PayPal genuinely cared about resolving the issue.
This entire experience has significantly damaged my trust in PayPal as a platform for business transactions. Businesses rely on prompt access to their funds and professional customer support, especially when large transactions are involved. Unfortunately, my experience demonstrated the exact opposite.
I would strongly advise businesses to think carefully before relying on PayPal for high-value transactions. Based on my experience, once your funds are placed on hold, you may find yourself trapped in an exhausting cycle of delays, vague explanations, and extremely poor customer service.
