When a disabled 60 year old woman asks for a tag for her carry-on, and gets told her purse counts as carry on and the only way she can take her devices without a $60 surcharge is to check the empty carry-on and hold on to the devices for 4 hours. Then the same agent is at the gate allowing everyone to take on as much untagged carry-on as they wish, except the 60 year old woman who asked a question at check-in.
