I made a claim regarding fraudulent activity. There is no real customer service, just bots that do not really investigate anything. The information I gave them was compelling and they continue to deny my claim. I will do my best to NEVER use PayPal again. The way they operate makes me wonder whether they are getting a cut from the scammers. They certainly show no concern for their users.

PayPal didn't honor their guarantee
I have used paypal for many years. I did so because of their purchase protection. Recently a seller, Total Relief LuxConfidence, who gave 2 wrong contact numbers did not reply to emails. I was told by pay pals resolution center that I would be refunded the money now 2 days before they were to refund the money they told me the case was closed. The product did not work and PayPal said the product i received was similar so they denied me. Total Relief even tried to trick me into close my paypal claim before it was settled. I guess pay pal no longer honors their guarantee.

I was with PayPal for 18 years. They used to be a great and safe way to buy online, but not anymore. Now they seem to help scammers by holding your money for months. Their customer service is very poor and unhelpful. I deleted my account and will never use PayPal again. I wish they would shut down for good.

They have REALLY went downhill in customer service. I ordered 5 items from a company, received one item that was not even close to what I ordered, and when I ask for them to refund my purchase, which fell under all of their guidelines, they favored for the seller. Evidence was provided and it was obvious that the seller was a scammer. Never had an issue in years past, but now I will never trust them again. What a joke.

Bad, bad bad!!! Just bloody awful customer service. I noticed a transaction on my account that I didn’t recognise. I contacted the merchant and they said they have no record of it! But PayPal are just not listening to me and are making it so very difficult to claim it back.

PAYPAL and PALMERBET are in cahoots with scammers.
PayPal have ZERO customer service and allow scammers to take over your account and transfer funds. If you dispute the transaction they immediately reverse the dispute and allow the funds to disappear from your account. Then when you dispute the transaction again via the resolution centre they say "Based on our review, we found this transaction is consistent with your PayPal transaction history" I had $3,000 stolen from my bank account and have NEVER used the payee PALMERBET or spent that amount before. PAYPAL and PALMERBET are in cahoots with scammers. DO NOT USE THEM
PayPal is soooooo Awful!
If only it’s possible to give 0, this would be 0. First of, PayPal’s transaction fee is ridiculously high, and their conversion is ridiculously low. Second, the 21 days hold for new users (via goods and services) is way too much. 3rd, they base threshold limit on the first transaction you get, regardless if that first payment is clearly for a short-term service/ cheaper product. 4th, if you receive funds larger than usual, they hold it again for 21 days. Regardless if you update tracking details or if the sender already confirmed receipt of your service/goods, it has 0 effect in her hold period because you got a higher amount. 5th, if you only have 1 phone number assigned to your account, if you lost access to that, there’s nothing else you can do. Because they said they will need to send OTP to your registered phone number for you to be able to update your phone number. Such a nonsense. No matter if you can provide proof of your identity, it wont matter cuz they have to send the OTP and that’s the only way. Their service is ridiculously awful!!!

I used a personal Paypal account and had a terrible experience. Now for the second time I have a terrible experience with business paypal. I have opened the account to try it with a few client payments and they decided to put 4741 EUR of mu money on hold. It says they can hold any payments over 133eur for up to 21 days. How are these things even legal?? How much money do they hold like this ? There is nothing I can even do about it.

Bought an item from a website which turns out to be a scam seller. PayPal has rejected my claim despite refunding others for the same issue. I have taken out a claim through the Financial Ombudsman and closed my account.

I am a victim of a 1,369 EUR fraud, and PayPal is effectively a collaborator. Case ID: PP-R-WVH-623803219.
I purchased a solar battery that was never delivered to my address in Greece. The tracking (ZWROT) clearly shows it was returned to the seller's warehouse in Poland. Despite providing official courier documents proving I never received the item, PayPal's automated system ruled in favor of the seller.
The worst part? Today, a PayPal support agent admitted in writing that the document confirms the item was returned to Poland, yet they still refused to refund me and told me to 'go to my bank.'
PayPal is intentionally withholding my 1,369 EUR despite having clear evidence of non-delivery. My bank (Eurobank) has already issued a formal Dispute Certificate for fraud. I have filed a formal complaint with the CSSF in Luxembourg.

Where to start.
First, I've had my account for over 21 years with zero incidents and zero issues.
Second, I was offered a CC this year, around February 2026. I accepted, which was a mistake, as within the first month I used it, I had the card frozen for "suspicious activity." Apparently even using the CC is suspicious. The freeze was removed, but that lead to the next issue.
Third, my account was suspended and fully frozen after I used my CC to purchase Proton VPN. I did NOT use the VPN to access PayPal at any time. I was told I committed an "illegal action and/or committed a violation against terms and conditions." Interesting.
Finally, after filing a complaint with the BBB (which is a joke, anyway) and sending multiple emails to PayPals corporate office (their appeals email auto denied any attempt to even discuss the issue), PayPal sent me an email saying my account had been restored. This is weeks later, btw.
When I asked to detail what specifically I supposedly did to warrant such action, I was literally told "we have no idea as it's automatic." Say what?
Anyway, I am now looking to permanently close any relations I have with them, as I have zero trust in their system or their morals.
PayPal used to be a great resource and very reliable. Not anymore (especially with ALL of their support being overseas, now)
Avoid them at all costs.

This customer service needs a complete overhaul. Apparently there was a limit put on my account allowing me to only receive payments under 1k. I did not receive any notification that payments over this amount where being restricted which put me out thousands of dollars. Every day I called and asked for the limitation to be taken off my account and every day they had no record of my call the previous day. They would reassure me each time I called that the situation would be resolved, but than have no record of the conversation the following day. This kept me in a continual state of stress and with thousands I couldn’t receive in payment from my employer, with bills unpaid due to cash flow issues caused by this. Horrible company.
Paypal is an awful company
Paypal is an awful company. Ask AI to give a summary and you will find it is not considered a good company in any way. If I could give lower than one star, I would. They always rule in the merchants favor. I recently complained about an order that I simply didn't make. They not only ruled in the merchants favor - but never even told me. I would highly recommend that you do NOT use them.
Plaftorm you can never fully rely on
Been using it for years ocasionally. First off, the UI is pretty terrible and unintuitive, important things can be hidden behind plenty sub-menus in unexpected places. Then the dispute system can often be abused by scammers, or opportunity seekers that are cheating to get stuff for free. But most importantly, this platform always leave you with a sense of being something unreliable, something that you can't even fully trust. And this feaaling justified it eventually, my account was permanetly suspended without any warnings and without even explaining anything properly. This just left me guessing why this happened but then it actually doesn't matter since noone needs financial platform you can't rely on, so screw them for good!
