Complaint Against Tiner Properties, Inc

Tiner Properties, Inc. neglected to provide a heater in good working order to me, the tenant, for 76 days during the winter.
The heater continued to fail, and Tiner's response was to YouTube it and fix it myself, sent a Plumber, and 76 days after my first report of the non-functioning heater, without a functioning heater during winter, I finally was sent a qualified HVAC company and they fixed the issue 2/8/2025.
Per Cal. Code Regs. Tit. 25, § 34 - Heating (a), "Every dwelling unit and guest room used or offered for rent or lease shall be provided with heating facilities capable of maintaining a minimum room temperature of 70° Fahrenheit...These facilities shall be installed and maintained in a safe condition and in accordance with Chapter 37 of the Uniform Building Code, the Uniform Mechanical Code, and other applicable laws."
Per the HEALTH AND SAFETY CODE - HSC DIVISION 13. HOUSING 17920.3: "Any building or portion thereof including any dwelling unit, guest room or suite of rooms, or the premises on which the same is located, in which there exists any of the following listed conditions to an extent that endangers the life, limb, health, property, safety, or welfare of the public or the occupants thereof shall be deemed and hereby is declared to be a substandard building: (6) Lack of adequate heating."
After resolution attempts, Tiner Properties, Inc has provided a low settlement offer although admitting fault for the majority of the days without heat. After rejecting Tiner's settlement offer, I am now being retaliated against by Tiner, with wild inaccurate claims.
