The computer I need it on is not the…
The computer I was trying to use could not download. No admin rights to correct. The computer installing on has no internet. Finally used a computer I have admin rights on and no more issues.

It seems the issue is related to downloading the Windows 11 installer on the target computer. If the computer where Windows needs to be installed cannot download files directly, the installer can easily be downloaded on another computer and then transferred using a USB drive.
