An absolute disgrace of a company
An absolute disgrace of a company. I parked my hired car to do my Tesco groceries while I was moving to a new house, got a fine for 17 mins overstaying sent to my previous, outdated address. They continued inflating the fees and then instructed a debt collection company to come after me. Guess what, this time using my correct current address that they fail to use before! The say the fine is now at 125 GBP which they are only gonna be getting over my dead body. I offered to pay the normal original amount without the excessive fees and they refuse and since then ghosted me. Never use this parking company and never use Tesco either.
Never charge Horizon Fast Charge…
I recently used the Horizon Fast Charge EV point at Heaton, Lyme Regis, whilst on holiday and the experience was awful. The sign at the charger clearly says you don’t pay for parking while charging — so I charged my car for an hour or so and left.
What they don’t tell you is that there’s another sign about 60 feet away at the pay‑and‑display machine saying you have to scan or register. This is nowhere near the charger and completely contradicts the sign you actually see when using the EV point. Any further instructions should be on the EV charge display.
Horizon issued me a parking charge, I appealed and even though I provided a bank statement proof of the charging session at that time and date , they ignored the evidence, and rejected my appeal. They then offered a “goodwill” fee of £15, which I paid only because they say if you reappeal you will lose your right for the £15 reduced amount if the appeal is rejected again. The whole thing feels like a trap designed to catch out EV drivers.
The signage is misleading. Genuine customers are being penalised for Horizon’s poor setup and obvious greed. Avoid sites managed by Horizon Parking if you can.
Premier Inn Bagshot
Premier Inn Bagshot. Spent close to £1,000 staying at this hotel. Registered on the ipad at reception on arrival. Parking charge applied, appealed with evidence of stay and appeal rejected. Either Horizon or Premier Inn Bagshot is defrauding clients. At the very least their technology is not registering vehicles. Do NOT use a hotel where Horizon operates.

Parked at Premier Inn in wellingborough and registered my vehicle on the console at reception. Now i received a fine and so sent them my booking reference which shows i stayed there and therefore would have registered my vehicle as instructed by receptionist. Now i have received a reduced fine. Obviously they have not investigated. Absolutely disgusting.

Theft - Avoid
AVOID AVOID AVOID. I sent evidence to show my parking fine was incorrect. Many additional admin steps - including me refusing to pay a lower rate (I did nothing wrong) now sent a threatening letter. Experience was in Chester by the race course (sadly a car park I have used many times (different car). This is just theft.
Beware of Parking Trick or you will be rip off!
Received a PCN of failure to pay or register the vehicle after 2weeks of incident. When we got there tried to do their online, code not working prompting us to go to the machine. Voila! As far as I remember for the 24hrs we paid, unless 24hrs to them is within same date and we stayed overnight and that's 15hrs. Just wow! Now I see why so, ripping off cx!
Please never park at Horizons car parks
I parked at the Tesco car park in Ripon, in order to visit the gym that is located next to the facility. The car park itself was incredibly quiet since it was late at night, but I have to say that was the only positive of my visit.
I was later charged for failing to pay, despite visiting the website on the signs and making the payment as displayed for my registration. This payment was taken from my account, and indeed I even paid twice since neither time I received a confirmation and so assumed I had incorrectly inputted my information. Nope, the website is just appalling and the company were too lazy to take the payment from my account.
As predicted, I appealed the charge and was told that it was my fault that the payment was not taken. My charge was then reduced from £40 to £15, to apparently cover the administration fee - my only comment is such a fee would not exist if the website was functional in the first place.
I will never park in a Horizons car park again, and I suggest, dear reader, you do not grace them with your presence either.
Zero Stars: Horrendous Corporate Bullying for a PAID Fine
How I wish I could make this review zero stars!
I rarely leave reviews, but my experience with Horizon Parking at Kilve Beach in Somerset has been exhausting and deeply frustrating.
The signage at the car park explicitly stated:
“Payment can be made up to 24 hours after you leave.”
Relying on that wording, I paid via the PayByPhone app the following morning — well within the stated 24-hour period.
I stayed for approximately 24 minutes due to bad weather, but paid for a full hour of parking anyway.
Despite this, I received a Parking Charge Notice and have now spent more than six months dealing with appeals, POPLA, and debt recovery letters over a £1.15 parking payment that I genuinely believed had been made correctly in accordance with the signage displayed at the site.
What concerns me most is that the continued justification has been that I breached “the terms and conditions outlined on the signage” — despite the signage itself appearing to permit exactly what I did.
I fully appreciate that parking rules exist for a reason, but this process has felt disproportionate, stressful, and unnecessarily adversarial for someone who did attempt to comply with the instructions provided — and I will now never return to Kilve Beach.
Horrendous behaviour.

A fine for parking in a designated space, whilst shopping and then needing to take a call is a joke.
When will Horizon consider Blue Badge holders
Horizon have no regard for disabled badge holders. I have complained numerous times about parking at Brookfield Farm, Cheshunt about the amount of of people using blue badge bays with no badge. I have sent photos of blatant disregard of Blue badge bays to be told they can’t do anything with second hand reporting. I have never seen anyone monitoring the car parks and i am there on a regular basis. They could earn a fortune by monitoring the blue badge bays regularly. I guess Horizon really don’t think Blue Badge holders deserve consideration
Machine only inputted first 2 letters…
Machine only inputted first 2 letters on my number plate! I received a fine, luckily I keep my tickets. The reason stated was I didn’t pay full amount. However, after speaking to customer service, i was told I only put the first 2 letters of my number plate in the machine. This is untrue and after doing some digging, I have found other customers had the same issue. I am not paying the fine, which they said they will reduce to £15. I did everything I should have, I paid in full, left the car park within the timeframe and put my whole registration number in. Machines must go faulty occasionally, and they should be checked. The machines should inform you if only part of the reg plate has been inputted to stop people being unfairly charged. This was is Sheffield

Appalling business with no ethics whatsoever. Hide behind total anonymity and correspondence does not even reference your name. Parked at Tesco Springfield Road Chelmsford whilst giving blood in Chelmsford Social Club. Input car details on machine at entrance with email for confirmation to be sent. No email received and say details were not input. Provided booking confirmation evidence of Blood Donation appointment and still rejected appeal. Blatantly stealing money from the public at every opportunity.

i parked in tesco express in the morning was in and out within the hour later that i day i had to go back as i had forgotten something and hey presto they have me going in first thing in the morning but my exit photo is of my second visit hence it appears i was there approx five hours when clearly i was not. these people are a disgrace and the government needs to investigate companies like this

These are the scum of the earth. Stayed at a Travelodge in Manchester and paid via credit card. Was sent notice saying I'd parked without paying. Appealed with screen shot of credit card statement as proof of payment (which is undeniable evidence). They've since denied the appeal and have passed case on to a debt collector.
Obviously I'm willing to see them in a court.
As background, My wife and I were staying in Manchester for the night as she had an appointment with a specialist Oncologist as she has terminal cancer. We travelled there from Newcastle the night before as the appointment was early.
This was explained in our (irrefutable) dispute, yet still these scum are happy to send a debt collector to our door.

Ticketed a vulnerable pensioner with disability whom had displayed blue badge. Signage not clear that additional payment required. Causing distress and financial duress by applying charge of £51 (for a stay of under 1 hour) to vulnerable member of society rather than showing any empathy or understanding. Threaten that if continue with appeal process that the charge will increase.

I have had several parking fines for parking at work where we are allowed to park takes time and hence money to appeal the charges the appeals have been successful but that have take time and effort on my part.
Tesco seems to be using them as their parking enforcers they are relentless any medical evidence needs a doctors ' note' the doctors notes cost equal to or more than the fine and they can ignore them saying not enough evidence. Tesco have just lost my custom of about £500 per month.
I had to drive through a car park…
I had to drive through a car park monitored by this company in order to access a separate site located beyond the Tesco car park. I did not park in the Tesco car park at any point this route is simply the only way to reach the site where I work.
Because my vehicle was captured entering and exiting by ANPR cameras, I was issued a charge despite not actually using the car park facilities. I appealed the charge and provided evidence, including confirmation of my employment and the times I was present at the office, but my appeal was rejected on the grounds of “insufficient evidence.”
Following this, I received a letter threatening court action if the charge was not paid within 14 days, with no prior warning or meaningful consideration of my appeal.
Overall, this feels extremely unfair and poorly handled. The system appears to penalise people who are not even using the car park as intended, and the appeals process does not seem to properly consider valid evidence.
