ICOC not recognised by TFL (ULEZ)

I honestly wished I had had a better experience than this.

I found this company so that my car which is non ULEZ compliant according to the TFL, could be looked at just incase it was actually compliant.

After submitting my details, a free check told me that my vehicle was infact compliant and I should buy a ICOC from them and submit it to TFL to register my car.

I did that and it was rejected, i enquired back with Eurocert and was told that TFL were wrong to reject it and I should call TFL and ask them what the issue is with the ICOC. So I called TFL and they said that the ICOC wasnt good enough for them to change their mind.

I went BACK to Eurocert and asked them to submit the documents who ensured me they'd have a word with them.......nothing has come of that.

Im sure the advice this company offers is sound, however the ULEZ certificates are just a waste of money. When i asked for a refund I was told that 'asking for a refund is not motivational for us'.

I wouldn't recommend this service to anyone wishing to register their car for ULEZ. I'm happy to change my review if the company 'having a word' with TFL actually bears any fruit, but to be honest, i dont hold much hope.

*****Update*****
After seeing this review I was emailed and asked if it was me, I said yes, to which the company told me they will leave a review back for a script I wrote in college (I'm assuming that giving in information a quick Google gave them that (nice GDPR breach btw)). And that they wouldn't be speaking to TFL, even though they already said they had.

My only hope is that someone more fortunate than me sees this before making the purchase like I unfortunately did

We would advise you as a customer to consider in the future the practice of leaving negative and vindictive reviews before even we have finished assisting you. We were on your side and we are generally on the side of the motorist, and especially our customers when we deal with agencies such as the TFL, DVLA, DVSA, VCA, etc. To bombard us with emails and demands for a refund and then leave your negative reviews whilst we are still in talks with TFL specifically about your car and your emissions is completely demotivating. Not only that, but it is also underhanded and designed to damage our reputation, before we have even concluded our appeal, on your behalf, for ULEZ exemption. However, thank you for the opportunity for us to explain the situation in general, as best we can, herewith. Following your review, we will definitely go through our website, advertising and T&Cs and make sure it is very clear to people that an independent verification of NOx may or may not be accepted by TFL, according to their own criteria and working methods relating to third parties.

EURO 4 AND EURO 6 EMISSIONS: it is true that we supply the Eurocert Certificate of Emissions, one use of which – in the UK - is for the purpose of TFL consideration for ULEZ exemption. If any vehicle does not automatically qualify by the [very limited and unscientific] guideline of Year of Manufacture, TFL will consider a direct appeal and review the specific vehicle by its NOx and sometimes particulates or CO (diesel). In an appeal, if Eurocert issues documentation verifying the NOx data, then either the vehicle owner or Eurocert can upload the Eurocert document or a document from the manufacturer or from an alternative independent certifier. There are also other things the motorist can do to appeal. However, Eurocert cannot force TFL to accept its independent vehicle emissions statement of conformity/compliance. To this extent, Eurocert does not guarantee any exemption or compliance agreement by TFL and/or any of its contractors.

TERMS AND CONDITIONS: We do believe that it is clear on our website, and in our communications with customers - at the point of order-placing and order-receipt - that TFL are of course under no obligation to accept a Eurocert document or any other document in their assessment. We do realise this may disappoint motorists when they are being told by Eurocert or other researchers that their vehicle does comply but are refused exemption by TFL.

TESTING: we do arrange and provide physical dedicated WLTP emissions testing for NOx, CO2, CO and particulates. But this is very expensive, costing thousands. For old vehicles of low value this is usually not a viable option.
A WLTP emissions test is very complex and time-consuming. All motorists should be aware that the UK MOT test SMOKE TEST part of the test is NOT an emissions test and the results cannot be used to appeal to TFL for ULEZ compliance or exemption.

[REGARDING THE SPECIFIC CUSTOMER REVIEW by LEE LIAM HOWLETT] ...
YOUR VEHICLE: In the case of this vehicle for LIAM HOWLETT, the customer complaining, your BMW X1 is, in the opinion of Eurocert, EURO 4 compliant by NOx. This was certified by Eurocert and the Eurocert document was uploaded to TFL by you the customer. TFL rejected the appeal, but not the Eurocert document (customer please read your rejection letters 1, and 2). Indeed, Eurocert has been successfully certifying vehicles as Euro 4 and Euro 6 compliant for a long time, and throughout the expansion of the ULEZ zone. TFL have never rejected a Eurocert document as proof of NOx. TFL do occasionally query and check the methods of Eurocert but they do not reject Eurocert documents as not an acceptable proof or evidence submission. That is why, in your case, with your car, we do not understand why they have refused an exemption for you. It is however – their decision. Consequently, we appealed to them for you, and then whilst awaiting the outcome we followed up with a higher appeal direct to the main contractor. That is still not finished.

THE FUTURE FOR ULEZ, regarding compliance with EURO 4 (petrol cars): We ask all customers and all road users with current EURO 4 exemption to worry about possible change at any time to a higher criterion for petrol cars. As more and more compliant cars pre-2005 are exempted – as they should be, more and more people with the same models are pressurising TFL for exemption based on model reports, legal precedent, Eurocert/independent verification, WLTP testing, etc. This means more and more older cars are being accepted on to the ULEZ compliant list. The prediction by Eurocert is that before too long, the criteria will be increased to EURO 5 as the TFL try to combat the amount of older cars on the roads. This should be considered before shelling out on engine conversions, modifications, testing, Eurocert certification, etc etc etc

Very strange company!

I am disappointed that you have chosen not to amend your defamatory response to my perfectly reasonable and polite questions regarding the difference in your responses to Trustpilot reviews on your sites: 'VEHICLE REGISTRATION SERVICES' and 'Vehicle registration services' same address etc.

You reply to the capitalised site: rated 4.1 on Trustpilot. I am pleased to see that you did amend your response to Mr Herman from the angry original!

The other site is rated 'POOR' with 9 out of10 reviews @ 1 star. Why do you ignore this site and its reviews?


This is a strange company.

I had a less than satisfactory experience with them in 2019- and again in 2020 when they objected to my review for a second time. Please check the earlier review for details.

I am considering bringing a second hand car to France- used cars are considerably cheaper in the UK. Should I give Dvlaadvice another chance- the reviews are not altogether bad?

However, a bit of research showed two sites: this one with 300+ reviews and another with only 10 reviews. Same telephone numbers, same address, same testimonials etc. Both trading as Eurocert.co.uk, both sites are claimed on Trustpilot but the other has no responses to reviews....and is 90% 1 star- rated 2.7- POOR- by Trustpilot. This wasn't a good sign.

Then, I looked at this site a bit more closely, noting the regular angry and undignified responses to bad reviews, the numbers of objections to 1 star reviews etc. 1 star reviews flagged 13 in the last 12 months: the total number of reviews is given as 34 in the last year!

Add to this, that the owner likes some 5 star reviews in his own name and others in a Welsh version of the same name....and then I realised reviews were written under the same names reviewing some of those who had rated DVLAAdvice negatively. These angry revenge reviews are the ones which are visible- presumably others will have been taken down when the victim objected to Trustpilot.

Rather than go public with this, I emailed DVLAA to ask about my concerns. The response in full is given below:

Hello again. As I said, I am very sorry but I do not have any time to discuss this and have no interest in it. I think you should focus on your own business or whatever it is you do to get by, and leave other people alone. I am sorry that we will not ever be able to provide a service or product to you, not from any of my businesses, neither in the UK, nor in France.

So there you have it. None of my business and he isn't interested in the questions.

As this is a one star review, it will be flagged!

Despite the fact that the above review copies the DVLAAdvice reply to an email stating clearly that Dvlaadvice refuse any business relationship with me (sent on 18 March 2022)- bizarrely,the predicted flagging questioned any contact in the last 12 months!

The would be response, of course, isn't interested in any of this. Instead, I am accused of running a vendetta against DVLAA!

I have reviewed them twice following unsatisfactory encounters with them First. in September 2019- the review is still visible on this site. The second review followed the refusal to privately answer my concerns regarding the two domains operating through Eurocert.co.uk. If in doubt, you might want to look at the reviews for Vehicle Registration Services and DVLAA on Trustpilot.

I, also, point out that the owner who alleges 'vendetta' has revenge reviewed numerous individuals and companies who have negatively reviewed DVLAAdvice. He has done this under his own name and in the Welsh version of that name. He does know about vendettas.

The further response is libellous.

I really don't need advice on decency from a man who reverts to character assassination rather than answer reasonable though difficult questions about his business activities. I don't hate anyone- and dispute the casual assertion made here.

Back in 2019 DVLAA flagged my original review as being 'unnecesary and offensive'!... See original review below.

The DVLAA response here is ironic: angry, ill advised.....but typical and far from decent. I politely suggest that the company delete or amend their response.

You came to us 3 years ago, bought a documentation service, than cancelled it and got a refund, then left us a bad review, and now another.

As stated recently when you approached us again for documentation, we do not want to have you as a customer and we are not offering you any services, due to your unpleasant manner (referencing your history of reviews of others, not just us - [it's nice to know it isn't just us you hate]). We have plenty of forward-thinking, communicative, pleasant and polite customers (not all, it has to be said, of course not, but nearly all) who know what they want and are pleasant and polite. We would suggest you try and be a happier person, see the good in people, and see what people will do for you when you are polite to them and sure of what help you need. Being a decent person does actually bring rewards and peace of mind. Give it a try :)

This person is a scam artist through…

This person is a scam artist through and through! Wanted to purchase a coc certificate and what I was sent was the equivalent to the invention to a kids birthday party and only contained the information I gave him on the phone because he has no access to any database whatsoever.
I got the bank to take the money back after it became clear he was selling advice not the actual certificates he lures people in with, while in the bank I was threatend by the owner of this scamming low grade blatant con website "if I get the bank to take the money back Ile be sued" obviously the Bank had no issue taking the money back as he's running a blatant scam and extortion exercise from his front room while in his PJ's.
He's now filed a claim with money claims online gambling that for his cost of £35 Ile cave in which I won't, he changed the amount from £130 to £160 because he cant keep up with his own lies and filed for £160. Printed out alot of reviews from people saying they were scammed also along with his threats and attempted extortion which I've sent to the court and handed into Avon and Somerset police.
He uses a po box at a florists to avoid people finding him in person to ask for their money back because he is a coward, funny how that po box number isn't on the paperwork for the court! But his actual address's for work and home are (probably to look more legitimate for a legal process)....
This guy is a joke! In one of his emails he said we dint give advice for free... The point being nobody wants your advice they want certificates which he can't issue.
Be warned and beware before giving this clown anything.
In response to your derogatory claims and opinions about me, you're the one on the wrong here so stop trying to belittle people with morals dragging them down to your level. You moaned to trustpilot because I used your full name and that just backs up what I said about how you hide! With the amount of people you scam each day I'm not surprised you try to distance yourself from where you spend your time be it work or personal time. I could post all that information here so people have a door to knock on instead of getting ignored couldn't i but haven't.
Also I find it ironic you can reply to negative reviews in length and instantly while ignoring people who ask for their money back! It's almost as if you're paranoid people will tell others about your fake reputation as a credible person that only exists in your head, your actions are one thing in writing and another on the phone which would suggest multiple personality disorder when the mask slips off you for everyone to see.
You really should crawl back under the rock you came from. Nice shirt on Facebook btw lol

I bought 7.5 T lorry without documents.
Previous owner he sold for next reason:
Missing vehicle documents,missing importation documents,missing COC,most knowed like European certificate of vehicle..
I contacted with DVLAADVICE.co.uk and after 15 mails approximately I decided to give my problems and be resolved by dvlaadvice.
After 4 weeks I received my logbook(V5) together with application formular make for DVLAADVICE...
