Teddy was fantastic

Teddy was fantastic. He was great at explaining the platform, listening to what we needed and showing us how those things are done, as well as future potential system integrations should we need them. Really respectful follow-ups and quick to respond.

Offers us a consistent product.

Offers us a consistent product.. As a small NFP less than 100 staff this is cost effective and efficient to have all HR required compliance training in one location. This is administered by a 1-person HR Department! Also know we won't miss upcoming compliance employer requirements - this offers us an excellent resource.

Predatory renewals and useless documents

I really wanted HR Downloads to be a helpful resource for my company, but it has been a total disappointment. The quality of their documents is so poor that I’ve had to use AI software and perform heavy manual editing just to make them usable. To make matters even worse, when I finally had my lawyer review the materials, I was told they were completely useless for our needs and we had to start over from scratch anyway. You’re essentially paying for templates that don't hold up under professional legal scrutiny.

On the business side, their practices are predatory. They keep raising their prices year after year, but there is zero improvement in the service or product quality. You just end up paying more for the same subpar templates. They also hide behind a 3-month auto-renewal clause and don't send a single courtesy reminder that your window is closing. They wait until you are technically locked in and then drop a surprise invoice at the new, higher rate.

It feels like their entire business model is built on trapping people in fine print rather than providing actual value. If you’re a business owner, do yourself a favor and look elsewhere. This has been a total waste of time and money.

horrible

horrible! I was told in writing by both the account manager and the billing department that the auto renewal was cancelled but I was still charged and given pathetic excuses.

Questionable Practices

Absolutely furious. In April 2025 I advised Citation Canada that our company had been sold, and we would no longer require their platform. I asked multiple times to deactivate our account and was told I couldn’t. I left multiple messages, but received no response. Fast forward to today (January 23), I have a $3653.24 charge on my credit card from Citation Canada for continuation of our subscription. No one contacted me to a speak to me about renewing, nor to ask for authorization before charging. This is incredibly shady and at this point, I recommend that businesses stay away from them. I liked them when they were HR Downloads - Citation Canada isn’t the same.

Worst company to deal with. Money grabbing company . Do NOT SIGN UP. Will never recommend

Renewed without my permission 1 month prior to renewal date. Charged my CC without authorization. When asked for a refund, I was denied. Interesting that at the time of sign up, I was not provided the renewal option but when I ask to have a refund due to unauthorized renewal, I was gladly provided the renewal terms-highlighted in yellow-Thank you very much. Terrible customer service. Don't waste a penny and your time on this company. There are others, shop around.

Service and Value Concerns

Account manager was absent for more that a year. The service offering, materials and information can be found elsewhere, mostly open source. The product no longer provides the level of value it previously offered. The relationship was damaged beyond repair, however was somewhat repaired following escalation.

Layout is not intuitive

Layout is not intuitive. Dashboard does not show all outstanding reviews.
Really frustrating that forms don't auto save. I have had it a couple times where it logged me out of my session and I lost everything I had filled out.

BEWARE

BEWARE — SCAMMER In my opinion, this company operates like a complete scam. I informed them a full month in advance that I did not want to renew after my first year, yet they went ahead and auto-renewed my subscription anyway.
Instead of responding to emails or acting like professionals, they pushed the invoice straight toward collections and used credit-ruining threats to pressure me into paying for something I never agreed to continue.
From my experience, this felt unethical, predatory, and totally customer-hostile. I’ve never dealt with a company so quick to ignore communication but so eager to demand money.
If you value transparency, honesty, and fair dealing—run the other way. In my personal experience, this was nothing but stress, pressure tactics, and a complete waste of time and trust.

Average- Has a Lot to Work On

My customer service rep is fantastic.

Atlas Health & Safety is limited:
-the default training certificates expire after 2 years when industry practice is 3 years
-documents need the ability to be electronically signed and downloaded
-documents can't be added to new hire bundles
-HR aspects need to be removed from the H&S platform
-The organizational hierarchy needs work- there should be a spot for Teams and Departments, not either or
-Managers should be able to see their staff's outstanding training and should be able to see all their direct reports
-the weblink is extremely long and can't be searched in Google
-Employee profile is weird to navigate. To take safety training there is a link to outstanding training but they can't take the training from that link, they have to click on the training tab on the side of the page
-tests can only be re-taken twice and then they have to retake the training. This significantly slows down the new hire orientation process

Citation Canada is my "go-to" resource for everything. It's not just about HR. After 14 years with HR Downloads (now…

After 14 years with HR Downloads (now Citation Canada), we were informed last November via email that there is a "new process" to renew this year. According to the email, we had to acknowledge the Terms of Service through a link (which now included an auto renewal clause in very small fine print asking a 3 month notice of cancellation). None of this info was shared with us prior to acknowledging the terms of notice. After notifying them of our intention to cancel this year, our rep who has dealt with us for many years, replied notifying us that our past due account would be sent to Collections and we have to deal with the legal team going forward. Needless to say, these business practices are shameful and unethical to say the least and I would never want to deal with them again.

Business Relationships First

I think overall, that the recognition of both the client and the service provider supporting each other in a win-win arrangement is best. The account managers recognize this as a fundamental prerequisite to the relationship. Kudos!

Excellent support

The staff provide excellent personalized support. They check in and are very responsive to your organizations needs, looking at ways their services and supports maybe helpful in achieving your goals. The systems and site is very user friendly and easy to maintain.

Read your legal obligations before signing a contract with Citation Canada!

I was always a promoter of HR Downloads. After the change to Citation Canada, I had not realized we had to give 90 days notice to get out of our contract at auto-renewal time. I found this out after letting them know 60 days in advance that we would be leaving. To give some perspective, I was with them for 13 years (2 companies). I would not have left but we have outgrown them and needed a system that was more technology advanced. Nobody reached out to me at the renewal time to make me aware of this contractual obligation, nor would they let me get out of the contract. Now I am stuck with the cost for another year. This has happened to multiple people when they switched over to Citation Canada. No loyalty to its long-term customers, they have lost any future business from me, and I won't be promoting them.
