Only 1 Gift Card

My friend bought a $100 gift card for me. One hundred dollars written on the packaging. But on the account it was only $72.13. Tried many times to ask them why but no reply at all. I felt that my friend got cheated buying the crap card. Tried using the card in many places but a lot of places said they dont accept this card. This is seriously a crap card. I will send a complain to Consumers and Business Affairs too. They should really monitor fraudulent businesses like this.
