If you are unable to complete the settlement, you should not provide misleading commitments. This has caused unnecessary inconvenience and loss of trust.

I request you to either complete the settlement as promised or refund the amount I have paid at the earliest.

Also, raising a defamation notice in this matter is inappropriate when the issue is related to non-fulfillment of your commitments.
