Poor Service and Lack of Accountability to Taxpayers

Preston County Council has failed to meet basic standards of administration, safety, and accountability.
I did not receive my annual statement, yet I was subsequently issued repeated, pressuring correspondence regarding an alleged £18 outstanding balance. This reflects poor internal processes and unacceptable communication.
In addition, local roads are in a hazardous condition, with significant potholes left unrepaired for extended periods, posing a clear risk to road users.
There is also a lack of transparency regarding council tax expenditure, with no clear or accessible breakdown provided to residents.
Overall, the council’s handling of communication, infrastructure maintenance, and financial accountability is inadequate and falls below the standard expected of a public authority.

The absolute pits of customer service

Don’t waste your time bothering to ring as no one answers. Don’t bother emailing as the enquiries email is faulty. Don’t bother using the automated channels on their poor website. Don’t bother complaining as they don’t even acknowledge or respond to complaints. By far the worst council I’ve ever had to dealt with.

Tim Horsley of Pendle Borough Council is a failure and provides further corruptency

I'm adding my two penneth relating to Pendle Borough Council of Lancashire and specifically Tim Horsley who works as a community safety officer in anti-social behaviour would you believe!? If you don't yet believe it based on Pendle Borough Council already damaged reputation, you sure will after I've described his character. This man is a liar and doesn't take responsibility for matters relating to what he signed up to be employed to do. He has sent me an email this evening showing barefaced lies on top of the lies he spouted on the telephone this afternoon. Now, with him being a so-called "community safety officer" as his job title refers to, you'd think he'd know any form of activity causing harassment, alarm and distress factually comes under the Anti-social Behaviour Act 2003 and he'd pull his fingers out and ACT, not this imbecile! He covered up and played down a neighbour installing CCTV high up on a tree to be fixated on my private enclosed back garden by saying it doesn't constitute anti-social behaviour. This bloke is braindead to say the very least! He lied in an email saying the CCTV solely covers the confines of the neighbouring property itself yet I saw a still from the CCTV in question proving otherwise and that he's a liar. He didn't know that now, did he!? Furthermore, this CCTV has been installed on a tree of another neighbouring property.

Having also highlighted the misuse of drugs at the same neighbouring property, the imbecile further played down and covered up by saying this doesn't constitute anti-social behaviour and therefore HE won't act to do as his job title suggests, you couldn't make it up! He also refused to look up council records to initiate contact with the landlord of the property to make them aware of the activity occurring inside the property, again... so much for a so-called "community safety officer." This bloke is also part of the reason there's corruptency at Pendle Borough Council and beyond; take a look at Google reviews for Pendle Borough Council if you don't believe me.

He further tried to cover up the anti-social behaviour of two dogs failing to be looked after appropriately and being allowed to bark as a result of being thrown out into the back garden of the same neighbouring property. He came out with a stupid response "this was without saying how it is affecting you." relating to the dogs barking so frequently. As you can see, common sense didn't dictate and it suggests Tim Horsley lacks it whilst being in a role he fails to succeed. He most likely failed his GCSE's. You don't need much to work for the local council nowadays.

If the above wasn't enough, to shone further bad light on Pendle Borough Council, Tim Horsley doesn't even have the appropriate telephone manner, you ask him a question and he responds with "nah" like a chav. You've been warned people!

If it's any consolation, he did accept failure by leaving me in the lurch 6 weeks whilst I waited for a response which came less than 24 hours after I made a complaint would you believe!? The response as always to why he left me in the lurch was down to an "oversight" but again, we all know the truth, don't we!? The response never came in the hope I wouldn't follow it up and he'd cover up the report with lies and corruptency. Another complaint will be forthcoming over this man's failures and lies.

Disappointed

I am absolutely disappointed.
My mother has a disabled parking bay outside her home she owns a blue badge.
The bay has been removed from her house today without informing her.
Disgraceful
I hope that LCC will rectify quickly and it doesnt affect my mothers health

Online attempts to get a NOW Cards

Online attempts to get a NOW Cards, a bus pass, have taken me 4 hours and their system continually crashes. I am 66 but I am not stupid. If you want to know how to write this kind of software contract it out to .gov.uk because their front of house is seamless. Lancashire's is unworkable rubbish and apparently written by teenagers gaming at the same time in their bedroom. Total NIL POINTS, utterly useless.

I'm walking down to the Town Hall tomorrow with sheaves of paperwork to bother a rare and busy person instead.

LCC safeguarding - grossly unsafe

LCC safeguarding systematically prevented a disabled man under services with communication problems raising evidenced concerns of very serious long term targeted life changing abuse and harassment he was victim to by LCC partnership executives, perpetrated from Leyland Lancashire.
Fraud, victimisation, coercive manipulation, disability abuse and dismissing all statutory policies were employed by LCC.
,The LCC decision to prevent disclosure was to protect active abusers in their partnership who clearly have far too much inappropriate influence over LCC statutory bodies and remain a serious public risk.
LCC safeguarding, after much professional negligence eventually abused the man themselves (cover up abuse with abuse), failed to process safeguarding reports, prevented the previously agreed evidence and disclosure of abuse being facilitated, despite agreements to facilitate disclosure with 3 social workers.
The abusers currently protected by LCC heads happen to include high profile public people of influence, ironically in positions of trust over vulnerable people.
A network of abusers are being protected.
Councillors, department heads and statutory bodies have gone to extremes to keep it under wraps, despite many fervent attempts by the disabled man to disclose matters.
This is exactly why abuse scandals hit the press after years of victim blaming, document fraud and horrendous statutory complicity / negligence,
You can certainly expect future scandals in Lancashire.
Record every call, conversation, keep every email, text etc. if dealing with LCC social work, safeguarding, autism services or any LCC or national statutory body, as they have repeatedly proven to be dangerously untrustworthy, inept, manipulative and dangerously non complaint with their own statutory policies.
Essentially institutionally dishonest and very protective of ingrained abuse cultures.
Rather than expose and prevent verifiable abuse, certain LCC key operatives actually enable and perpetrate abuse themselves.
It can all be materially evidenced.
Published in the public interest.

Got a parking fine for being in a bus…

Got a parking fine for being in a bus lane near the train station at 10.53pm first and last time to Preston. Tried to appeal as I never even knew I was in one and come on how busy is it at 10.53pm I doubt this needs to be in force at this time of night a blatant attempt to make money not ease traffic.

I’ve never encountered council staff so…

I’ve never encountered council staff so indifferent to helping the public. After a 45-minute wait, I asked a simple licensing question and was told, “Come back tomorrow,” with no explanation or alternative. In a private-sector company, employees who treated customers that way would lose their jobs quickly. Unfortunately, because the council holds a monopoly on this service, there seems to be no incentive to improve. It’s a shame residents must rely on a team that shows so little willingness to help. Donkeys.

Grifters pure and simple

Absolute bunch of grifters in all honesty. You're meant to be looking after the residents of the borough instead of charging them for innocent mistakes.
There's a cost of living crisis. Not that you will be, but you should be ashamed of your behaviour.

The scam of ST George’s shopping centre in Preston Lancashire …

I recently visited ST GEORGE’S SHOPPING CENTRE in PRESTON CITY LANCASHIRE.
A small boy was trying to get a toy from one of the many machines in the centre.
Sadly nothing came out of the machine.
MANY passing people commented on how it’s also happened to them.
One of the shop keepers also tried to help the boy by calling security on his walkie talkie, but of course they never responded.
The shop keeper from ENTERTAINER TOY SHOP very kindly gave the boy a £ from his pocket.
What a wonderful thing to do.
The owners of St George’s shopping centre should not allow such scamming companies into their premises.
And they should insist that these machines show the name and phone numbers of the companies for complaints or problems with their products.
Shame on these machine companies, but even bigger shame on the owners of St George’s shopping centre for allowing such scams into their premises.

Visited Lythan St Anns on Monday 11th…

Visited Lythan St Anns on Monday 11th Novermber. Had a lovely couple of hours look around the twon centre shops with my brother. Returned to my car which had a small trailer attached to it and found a PCN on my windscreen. What absolute jobs worth of a parking attendant looking to make £25.00 all because I had parked and used 1 and bit spaces for my car and trailer. How do you expect to be able to park with a car with a trailer securely attached to it in a public car park. Have done this before and not got a ticket in other car parks. LIKE I SAID A JOBSWORTH!!!

Impossible to speak to anyone

Impossible to speak to anyone. Missed collections that can't be reported as appears to be a bug in the system. Wrong sticker provided for green waste resulting in the refuse staff not emptying. The bin is now so heavy from the rotting waste they won't take it.

A truly dire organisation

A truly dire organisation. I reported a damaged sign back in February which the Highways Dept still hadn't bothered to fix it by June. I asked to make a complaint...and was told by the complaints team just to email Highways and tell them my problem. The Complaints team are as lazy as the Highways Department is incompetent.

Jameson Road Landfill

Jameson Road Landfill, Fleetwood, Lancashire

Could you please explain to the residents of Fleetwood and surrounding areas why you granted permission for the above landfill to reopen under the operation of Transwaste, which I believe WBC objected! Very few residents were consulted, which is unacceptable, due to the close proximity of people’s homes and businesses. Does it simply boil down to money on your behalf? No consideration has been given to residents or the environment. Residents are suffering on a daily basis, whether it’s their health or the fact we can’t even open our windows or hang laundry out due to the broad spectrum poison. Where are our HUMAN RIGHTS in all of this? Stop passing the buck between yourselves, WBC and the EA. We need answers NOW and stop this landfill before it’s too late and another independent enquiry is brought against the relevant Authorities!!!
