not interested in business, unprofessional

We enquired for a roof for a trial project, and the company did positively reply, we jointly worked out the construction of the roof and we prepared the house. Now it is time to order the roof, and we get told that they decided to not sell us the planned roof which was offered before .. what is this ???
Very disappointing and unprofessional behavior.
additional details as requested: received offer and price August 24th from the sales manager, and now, the sales manager ("Salgchef") tells us they don't want to sell to us (however the work and preparation and cost on our side is already done).
