Review summary

Created with AI, based on recent reviews

Considering 175 reviews, most reviewers were let down by their experience overall. Many people reported extreme difficulty contacting the company, as there is often no working phone number or email address, and their website contact forms frequently redirect to payment portals. Customers also faced significant challenges with the appeal process, finding that their appeals were denied without clear reasons or that the timeframe for appealing had already passed upon receiving the initial notice. This often led to fines increasing rapidly, with many receiving demands for higher amounts after initial reductions or no communication. Furthermore, many customers reported receiving parking charges for locations they never visited or for situations where they had legitimate reasons to park, often with incorrect photographic evidence. Some people also mentioned receiving letters with strong demands, including demands for court action, even after attempting to resolve the issues or providing proof of payment.

Cowboys with a licence to print money

Cowboys with a licence to print money.
I got sent a ticket and the only proof of my parking was a picture entering the car park and exiting . No picture of me acually parking. So they can take me to court.

Fraudulent Company

I would not give even a single star for this rogue company. Their website is unusable to submit appeals. I was fortunate enough to make a video of this and a screen shot of momentary message of "your appeal has been submitted" which vanishes. No way to contact them. I googled and found the postal address to submit my parking was valid through registered post. The response I received was to submit my documents using their unusable website. My repeated e mail submissions were ignored and repeat of the same PCN issued. On writing a stern letter with legal back up, I received a number to go to POPLA. I submitted all the evidence and e mails to POPLA to be told that company has withdrawn my PCN so did not have to pay. Unless if you have the time and energy to fight against such unfairness, I can see people giving in. I am so glad that I did not. Absolutely awful company who is there to torture you to take money!

Missed a time limit for 10 mins and got a £100 fine.

Received a £100 for parking at a Leisure centre and missed the time limit for a few minutes for the first time. Registered my car and everything, was just 10 minutes late.
Not even an initial warning, £100 straight away. For "parking on private land".
They treat you like a criminal.
Well tell you what, keep your private land, you ain't seeing a single more £ from me.
The law may be on your side, but sure enough you ain't creating any value to society. You are just predators.

Absolute scam to make them money

Absolute scam to make them money , it’s designed to make you fail when you appeal, even when you are in the right. Lots of unnecessary inconvenience which causes stress and miss belief that this can be allowed. If I had the money I’d be taking them to court. Anyone that feels they are in the right, then I hope you stand your ground against these scumbag criminals.

Unfriendly Website. Needs Improvement.

Extremely unfriendly website to use for Leasing companies when transferring liability to the end user. It never used to be. Also the user does not need to know about a previous court case CE won years ago. Why? I am also sure they should not demand a contact email address and telephone number for the end user on ToL. An address is sufficient under MoU for leasing companies as advised by the BPA, IPS and BVRLA. We have now reverted back to postal on ToL. Anyone who lease a vehicle and if you come across a car park operated by Civil Enforcement. Do Not Use.

No way to contact them ( no phone , no email ) - SCAM

Chasing for PCN claim which is over 2 years old . Keep on sending letters but we have no way to communicate the this company. We have disputed PCN charges with 3 seperate collection agency ( each has dropped the case ) and we now have CE service chasing . Also there is no formal process of complaining about this company

Heartless and Predatory—Fined £300 for a Doctors Appointment
Rating: ★☆☆☆☆
I am beyond disgusted with Civil Enforcement Ltd. I attended a doctor's appointment with my daughter, who has complex needs. As a parent, my absolute priority was her safety and wellbeing during the visit. Because I was focused on safeguarding her, I was unaware of the requirement to enter my registration at the desk.
I didn't ignore this. I appealed the ticket immediately, providing a formal letter from the doctor confirming we were patients attending a genuine appointment. Despite this proof, they showed zero compassion for a simple human mistake made under stressful circumstances.
They have now escalated a simple parking error into a £300 CCJ. These people are bullies who prey on vulnerable people and those in difficult situations. To be hit with a court judgement just for taking my child to the doctor is predatory and shameful. Avoid at all costs and be warned—they do not care about evidence or ethics

Horrible company

they reduced the fine to £20. Imagine my surprise when I go to the website today and their offer is not available and I have to pay £100.
The number listen on google is out of service and it will take about 14 days to go through the complains process, which means the offer of £20 will no longer be available.
Apparently a lot of these companies are not customer facing but they are providing a service so I think they should have a working costumer service number. They would will get a lot of abuse, so I can see why they don’t have one.
I will pay the £100 just because I can’t to get on with my life but next I am fighting next time.
I left the same review on google

No chance to appeal or pay lower amount

Just received my first and only letter from Civil Enforcement issuing a fine for parking back on the 24th of December!! Unsurprisingly this letter says that the time to pay the smaller amount has already passed and appeal time is over but I never received the initial parking charge. Also I am disabled and was only over the maximum stay by a few minutes. Regardless of that though, I think this company are fraudulent and money grabbing.

Ended up with a CCJ from these guys…

Ended up with a CCJ from these guys despite having registered my car at the coffee shop I was in. I appealed with the receipt from my purchase to prove I was there. They ignored and claimed they sent me several letters when they didn’t. I got hit with a CCJ instead and left no choice but to pay £310 to cancel the ccj as the only other option is to set aside and fight against it in court which also cost £315. Had to choose the easiest path forward but feel sick to my stomach that this company gets away with this.

Shame you cant give a minus star…

Shame you cant give a minus star rating. Got a ticket for parking in a car park with zero lighting, no signs, no barriers and no obvious pay machines. I got the PCN while I was out of the country so was completly unaware un til I returned last week. I missed the appeal time, I tried to call them but the number comes up as not listed. I went to the address given on their website, they have not been there for months and left no forwarding address. I tried to contact BPA, they are as much use as Civil Enforcement. I have now reported them to POPLA and Companies House. I hope they get a good sh*fting.

ZERO

ZERO - What a shambles of a business. How can they remain affiliated and legal. No contact details. Can’t appeal as apparently out of time despite first letter received today. Complaint won’t process on their site either. Do I risk not paying?
