AVIS tick all the boxes (and who to avoid at Riga airport)
Not usually a review writer, but the Riga International airport AVIS staff were exemplary. They even upgraded my reservation free of charge (their choice, not mine). And on my return their staff suggested I didn't need to have cleaned their vehicle (10 Euros - which is affordable, at least for me).
All this in stark contrast to a Lithuanian franchise operating in the airport which is hiring out Polish registered cars - UAB PANEK, who are out and out fraudsters (check Trustpilot, if you doubt me, before you book and travel). Avoid UAB PANEK at all costs and use the honest and established Latvian businesses at the airport.

VERY BAD EXPERIENCE !!! NEVER NEVER AND NEVER WILL USE THIS COMPANY AGAIN!!! PARKING IS FAR FAR FAR AWAY , and not possible to find rented car on parking and after you are cleaning half hour car from snow !!!!
