Companies will NEVER ask you to pay for your own background checks. And if they do, it's usually specific government roles and RARELY a standard role. Don't risk it, other jobs will come. Even when the company is legitimate and it does ask you to pay, why would you wanna work for a company too cheap to do their own checks? Think logically, you are paying to be employed, how does that make sense?
If you wanna double check just call up the company they claim to represent, and ask them if they have you on file for applying, and if they require you to pay for the check (can get around recruiters the same way). You might even get a legitimate method to submit that way and maybe even a job.

Big scam. send positive emails saying you have got a job and need 19 pounds to process security vetting which says will be refunded. Ignore any emails from them.
