Very easy
Very easy. I booked booking.com pickup airport Sofia but after a call from me to Top rent a shutllebus came and picked me up in 2 minutes and drove me to the head office. A 3 minute drive.
Drop off same way. every 5-10 minutes there is a free shutllebus from Top rent a car that drives you back to the airport.
You can only get the car with CCard with pincode or Visa. A drop off at a different location as pick up costs extra. Car was almost new with a good navy.

Paying extra charge for preparation and getting a unclean car is a no go. Waitting time at Plovdiv Airport longer then 30 minutes to get a car as a ViP client who is already checked in - also a no go! The service was better years ago…

The Preparation Fee is a mandatory service as it is part of our standard procedure for all rentals without additional coverage, and it is therefore automatically applied. Would never use again!!!
This is the worst car hire company we have ever used. If we could give them a minus - 10 we would. Owing to their terrible communication and appalling Customer Service (or lack of it) we missed our flight home, had to rebook flights for next day, check into a hotel for the night and get more taxis to get to the airport the next day. The guy at the airport office inside Sofia Airport when we landed on Monday night of 11 May was arrogant, bombastic, and downright rude. The staff at the so called Head Office portacabin compound that we were taken to when our flight landed again were just awful. This company need to sort out their Customer Service skills on all levels and give them some proper training. Thank goodness that the hotel we stayed at were professional and so helpful. Maybe the hotel could send over some staff to show them how good Customer Service should be carried out.

Dodgy industrial zone pickup + 700 EUR scam with completely hidden contract prices
Pickup experience
I booked the car through Booking.com for airport pickup. Instead, they drove me to a dodgy, dirty old industrial zone with poor conditions. It was just me at pickup. The process took ages. Staff aggressively pushed me to buy their expensive Top Rent a Car insurance, even though I already had full coverage through Booking.com.
The real scam — deceptive and hidden contract practices
On return of the Peugeot 2008 on 09.05.2026 they charged my card the full 700 EUR the very next day on Sunday (10.05.2026) for supposedly “lost” documents.
They charged me 700 EUR for something that officially costs only ~35 EUR and takes just a couple of hours to issue.
Key facts they keep ignoring:
At pickup I received only the small card-size registration certificate with the keys and the printed pickup form (which was still in the glove box when I returned the car).
I was never given any separate insurance policy.
I was never given any technical inspection protocol.
I never signed any return protocol confirming which documents were missing.
This was clearly explained to them at the time of returning the car: The apartment where any documents might have been left is in another city 150 km away. I am the only person with the keys. No one could search for or retrieve anything — especially documents that were never given to me in the first place.
They also still have the original registration document of the car, so nothing stops them from renting it out. Actually the same car/same model was available the next day on their website. Their 200 € “downtime” fee is completely fake.
The company keeps claiming I signed a 30-page contract that supposedly included all the prices.
This is misleading.
I booked and fully paid through Booking.com. At the rental desk I was presented with a digital document on a tablet and asked to sign it digitally. I was given no clear explanation and no reasonable time to read the 30 pages. The document was only emailed to me later. I never received or signed any paper version. There was no clear Terms and Conditions page shown or linked. Even now, their full terms are buried on a non-standard, unfindable page /contract that cannot be found anywhere on their main website.
In their own “Протокол за погасени задължения” they listed:
300 € for “Свидетелство за регистрация (ДЕКЛАРАЦИЯ)” — just a simple declaration/copy (official KAT duplicate costs ~35 €)
100 € for “Полица за Гражданска отговорност” — even though Bulgarian car insurance is fully electronic and no paper document is required
100 € for “Знак за технически преглед” — an old-style sticker officially abolished on 1 January 2026
I have filed a formal complaint with КЗП (№ Ц-03-13222) and started a chargeback with ING. The company continues to repeat the same misleading narrative.
Strong warning: Top Rent a Car uses hidden fees, charges for documents they never provided, buries prices on an unfindable /contract page that wasn’t available at the time of booking and payment on Booking.com, and then posts misleading replies when challenged. This is a deliberate scam. Avoid this company completely.

At the time of vehicle return, the vehicle documents were not provided back to us. During the communication with our team, you confirmed that the documents had been left in another city. Please note that a vehicle cannot legally and operationally continue to be rented or used without the required documentation. In such situations, the vehicle must be temporarily removed from operation until the relevant procedures for document replacement and administrative processing are completed.
Despite this situation, our company made multiple efforts to assist you in avoiding or minimizing the applicable charges. Firstly, you were offered the option to extend your rental so you could retrieve and return the missing documents yourself. This option was declined by you. Additionally, we provided an alternative solution allowing another person on your behalf to deliver the documents to our office. This option was also declined.
We would also like to clarify that the applicable charges were not processed immediately, precisely because we aimed to provide reasonable time and alternatives for resolving the situation.
Regarding the statements about “hidden fees,” please note that all applicable fees and conditions are part of the rental agreement, the Official Price List, and the General Terms and Conditions of the contract. These are publicly available on our website and accessible to every customer prior to booking and signing the rental agreement. By signing the agreement, customers confirm that they have reviewed and accepted the applicable terms and conditions.
Please also note that when vehicle documents are missing, administrative procedures and related replacement costs are incurred before the vehicle can be returned to operational use. The applied charges are based on the contractual conditions accepted at the start of the rental.
We always strive to resolve such situations in the most reasonable and cooperative manner possible and regret that, in this case, we were unable to reach a mutually satisfactory resolution.

Never again
I recently rented from "the no1 in Bulgaria Top Rent a Car" and unfortunately it was by far the worst car rental experience I have had, despite renting cars all over the world.
On arrival at the airport, we had to wait almost an hour for other clients’ flights to arrive before anything happened. After that, the agent disappeared to organise a mini bus which then took us across the car park just to collect the car. The entire pick-up process was extremely slow, unorganised, and frustrating. Over an after after 22:00 to pick up a car from an airport with only 2 arriving flights.
Returning the car was just as inconvenient. We had to drive back to their office, hand the car over for inspection, and then after checking it, they got back into the same car and drove us to the airport themselves. It made no sense and added unnecessary delays.
The service overall was incredibly slow and inefficient. Customers should be clearly warned in advance that they may face long waits for the mini bus and extended collection times. I would not use this company again.
