Zero puff in puff pastry

I needed puff pastry, FOOD city only carried this grossly overpriced brand. $8.99 for one pastry. As I needed it, I bit the bullet and bought it. It did not puff up at all, fell flat and is difficult to cut and eat. I'm mad at myself for paying that ridiculous price but I expected at minimum a light, crusty result but I got a flat, leather like bread. Don't waste your money on this crap unless you need to patch your driveway. I was so embarrassed to serve this dish to my guest. . .
