This was the one rare time I needed PayPal's buyer protection...
I used PayPal for years on a high number of transactions, a high number in the hundreds, and I expected that PayPal would protect me as buyer if there ever came a day when I would need it. For years, I never needed PayPal to intervene at all. Recently, for the first time, I needed PayPal's help when a seller unfairly refused to give me a refund for an item that got lost during delivery. An empty parcel got delivered to my locked mailbox, and it came with a note from USPS apologizing for the damage. The parcel had broken while being handled by USPS. The parcel's item had fallen out and gone missing. I consider that to be the fault of the seller for not doing a good job packaging the parcel. Unfortunately, PayPal is NOT helping me get a refund even after I submitted documentation of my missing item. I talked multiple times to a PayPal representative. The last one whom I talked to was saying that PayPal wouldn't help me get a refund for an item in this kind of situation, but this is exactly the type of rare situation on which I'd want PayPal to back me up.
The funny thing is, in previous failed transactions through other third parties (such as Amazon or eBay), sellers gave me refunds with relatively little inconvenience, and PayPal had NO INVOLVEMENT in those transactions whatsoever. It seems I do quite well without PayPal. From my current experience, PayPal seems like just a payment processor that takes a fraction of the seller's profits without providing anything of value to my shopping experience. They've failed to protect me as a buyer on the rare day when I needed it. I've made the decision to quit PayPal.
I'm lucky it was a relatively small transaction (of about $70-$80) which disabused me of any ideas that PayPal would protect me. I'm glad this issue didn't happen during a higher-priced transaction. It could've been worse.
For less-well-known online stores outside of eBay and Amazon, I might start using Amazon Pay. I heard Amazon Pay provides the same good buyer protection I get on Amazon. For some other online stores that I know well, I might opt to not even use any third-party payment processing service at all. Why give a payment processing business a fraction of the profits from my favorite online stores, if the third-party payment processor is not really providing any service that I really need? For some cases (including this one with PayPal), I'm realizing that a payment processor would be just a redundant third party in the middle, a redundancy that is taking a fraction of the profits without actually providing anything of value to me. Good bye, PayPal!
EDIT: Now, a couple weeks later, the not-so-great seller recently relented. They relented after I posted a couple negative reviews about them on the Internet. That seller gave me the refund, and this is after Paypal had closed the transaction dispute in their favor. The seller gave me the refund voluntarily, WITHOUT Paypal forcing them to do it. I'm still not particularly happy about the inconvenience I had to go through to with that seller. However, my point is that posting a public review about the bad experience with the seller was what finally got me the refund. It was NOT because of Paypal's "protection" of the buyer. I gave that seller some degree of forgiveness, and I updated my reviews of the seller to reflect this. However, my review of Paypal stands as it is, at only one star.

Do NOT use PAYPAL ever on your stores. They will steal your money, hold it and basically tell you to **** off until they feel that they want to release it.
There agreement which you accept the moment you open your account is literally an agreement that you give them your money.
I have thousands of dollars on hold since for 5 months now for no reason. my account was deactivated and no explanation is provided. Customer service is useless and they do not how business works. I had several disputes cases where we provide proof of delivery but with a single dispute from the customer they will refund him.
MERCHANTS, you need to understand that PAYPAL is still working because of those customers who use it. so you as a business owner you are not the center of the equation. JUST DO NOT USE AND YOUR BUSINESS WILL GO MUCH BETTER.

Pathetic and Poor Customer Care
I have an extremely bad experience with Paypal. My account is restricted and funds are freezed for my than 2 weeks. My documents are verified and I have received a document verification email and that your account restrictions are removed. But I still can not do any transfer. At the same time, its been extremely frustrating to reach out to their customer care, I have been trying to connect to a human agent and it took me one week. Now that I got a chance to chat to the human agent, he simply said we are reviewing your documents and will inform you and directly closed the chat. Now I don't know what to do. This is extremely poor and pathetic.
Paypal supports SCAMMERS and STEALING OF CARDS
As a company, we had been using PayPal for years. We weren't always happy with some of their decisions and dispute outcomes, but we remained loyal customers nonetheless.
This month, we received two orders from a scammer — one worth $1,000 and one worth $850. We had no idea he was a scammer, so we shipped our goods to him in good faith. Then, suddenly, two weeks later, after the goods had already been delivered, the original owners of the cards requested chargebacks from their banks. But by that point we had already paid for the goods and delivered them, so we lost $1,500 worth of merchandise — and PayPal deducted $2,000 from our account on top of that.
After I contacted PayPal several times, because I genuinely felt this was unfair, we received an email saying our account had been deactivated, all our money frozen, and that they would no longer offer their services to us.
So it seems they support the theft of cards, the theft of money, and outright scams. If you are a business, stay AWAY — this is driving us toward bankruptcy. But we hope we will survive.

I purchased a $380 product through PayPal, and the supplier cancelled the order shortly afterwards. Despite the cancellation, I never received the product and PayPal did not issue a refund. When I attempted to lodge a dispute, PayPal would not allow me to submit a case for this transaction.
I am extremely disappointed with the lack of protection and support provided. A cancelled order with no goods delivered should be straightforward, yet PayPal offered no avenue to resolve the issue or recover my funds.

All their India helpdesk support are just reading from script, and they are unable to do much. When the scammer say he will give a refund after i send back the item, but he provided a fake address with no name & contact number, post office don't accept (and paypal agent had told me not to ship). And the last call with paypal, the agent promised that i will get back my money. It take 3 weeks to get the outcome of my case.
In the end paypal award the case to the scammer because i'm unable to upload a tracking number when it's a requirement. Everything was handled by their auto system and no human looking into my case.
Even if you complaint...the decision makers are not there to follow up on their policies. All the helpdesk agents can't do much to help the users.
Just look at paypal stock prices over these years and you know why they had failed their customers.

PayPal decided to side with the seller, even when they scammed me. Despite all the evidences, they still ignore it and even after an appeal on their first decision and then second decision to close your appeal with mounting evidence.
If you ever have an issue, file a bank chargeback, because PayPal will not protect you and their buyer protection is non-existent and is only an illusion.

Paypal, a company to avoid where possible
I've had an account with paypal for around 25 years now and have found that on the occasions when there is a problem, paypal handle it badly. This review is about a recent ongoing experience that is being handled particularly unreasonably and will unfortunately result in a money claim online.
I am an MX5 specialist and sold a bespoke ECU, immobiliser and transponders set to an Italian Auto ECU specialist. The £300 paid through paypal, covered parts and the service of programming all the parts together, therefore testing and also making sure that the ECU powers up and produces the correct signal voltages for ignition coils, cam and crank. These tests guarantee these parts will work together and that the ECU will run the car. Usually the immobiliser or the ECU are replaced individually, hence the need for the bespoke system for this company. They insisted on having all the parts as were unable to qualify the actual problem.
They install the electronic parts on their customer's car and when the ignition is turned on, the security light appears on the dash as normal, meaning that the ECU is talking to the immobiliser. The light would go out if the car started but this company could not get the car to start. This company immediately blamed my tested parts but very clearly there was another issue with the car. As ECU specialists, not MX5 specialists, they were clearly out of their depth. I spent hours trying to explain that they needed to do a diagnostic check on the car to see what the problem actually was. I also explained how to confirm the working condition of my parts on another MX5 or alternatively another ECU set on their customer's car. They did nothing, so at least two hours of my time wasted trying to advise and insisted that my parts were at fault and they wanted to return for a full refund. I would have accepted a return but not on the basis of the parts not working until proven and if, as expected the parts were in the condition supplied, ie working, I would only refund part of the money paid as my time, programming and testing, postage, etc would need to be paid for.
The Italian company start a case on paypal to request a return of parts that are faulty and my money is immediately held. I respond to this with a very poor review on trustpilot, in italian, for the Italian company in the hope that their MX5 customer will see it, a full explanation to paypal and I initiate raising the case to a claim in the hope that paypal will be reasonable. Oh no, they are totally unreasonable and add a note on the claim to the effect that the Italian company return the parts and if returned in the same condition as supplied, they will get a full refund. I question this as the parts were supplied in tested working condition and as the reason for return is faulty parts, their judgment is unreasonable and makes no sense. They respond by adjusting the return to just a requirement to return the parts for a full refund.
I have told paypal that I will refuse delivery of the return if there is demand for payment of any sort, VAT/clearance fees. I will also initiate an MCOL to recover my money and compensation from paypal. The most annoying thing about this is the incompetent and dishonest Italian company will likely get a full refund whatever happens.
Paypal have been absolutely dreadful and not for the first time from my experience. If you are possibly exposed to this sort of issue I would seriously advise giving paypal as a payment medium a very wide berth.

As a very long time user, PayPal permanently limited my account while attempting to purchase sharpening stones from a gentleman in Indonesia. They refuse to explain exactly what I did wrong according to them and they have my funds tied up for 120 days 4 months before I am to receive my funds, no interests and I have read where PayPal actually has stolen this money from other people. I don't see how this is legal or ethical. I have been a PayPal customer over 30 years never had such a problem. I don't know what their major malfunction is but taking someone's money and refusing to explain their actions and even giving you a chance to rebuttal whatever it is they think you violated seems extremely unprofessional and should be illegal. I am just documenting this and hope I can save others from this pitiful unethical corrupt company they have evolved too. I can see a possible class action lawsuit coming their way and while I am not one to generally sue, I will make an exception if such class action lawsuit manifests.
My account is fraudulent.
For two years I have on several occasions tried to make PayPal understand that the account under my name is fraudulent but nobody listens. All I get is a message or email advising to login and alter the account. How am I supposed to login to an account I never setup, obviously I don’t have the password and if I choose the option it lists a phone number that PayPal are going to ring me on, unfortunately that phone number is not mine therefore I cannot answer and I’ve been in this hell loop for two years. I have today reported PayPal to the police as my only option to get some action.

So like I would say I’m an online shopping pro and my PayPal is something I used to trust. Have a problem with a transaction? Retailer no help? It’s okay, at least I have PayPal. They will fight for my consumer rights and get my money back. But today I realised, PayPal has gone to the dark side. They are no longer for buyers. They’re out to protect sellers selling faulty goods. Bogus quality junk that I returned fully expecting a refund but no. PayPal says no. Yea, I think I’ve had enough. They limited my account on a money transfer and asked for personal information from me and info from my clients and when I provided both They limited my account permanently, held my money as collateral, and won't even let me close my account as their system says I have disputes open when I don't.
Alternatives for this shit heap of a company can't come fast enough, stay far away.
