I'm giving them a 1 because I can't give them a 0. They have ruled in favour of an eBay buyer against all rules, including that buyer insulting me with homophobic insults. I won't get my item back, but they have taken my money back. They have not even told me which address the item was sent to nor a way to even ask for that. So after, 15 years, bye PayPal.

PayPal are helping fraudsters
I made a payment for a service which I did not receive.
Asked for my money back.
PayPal said as it was a "friends and family" payment I was not protected.
I accepted this, but asked PayPal why they continue to allow the fraudsters who took my money to continue to use PayPay to receive payments.
They have never answered this question despite many requests.
PayPal are therefor allowing fraudsters to abuse their service
to cheat PayPal clients.
