Pre-paid Ticket

Pre-paid Ticket: purchased pre-paid ticket on line for the William Penn garage in Philadelphia for the weekend of February 21st and the 22nd. Upon arriving was informed by the attendant my ticket could not be scanned and if we needed to use the car we would have to pay a $50 ticket. We purchased the ticket which was only valid for one day. Upon checking out we attempted to use the prepaid ticket but the machine in the kiosk was unable to be accessed to scan the ticket and the only way to get our vehicle was to pay another $50. I cannot find any way to receive a refund for the prepaid ticket. Have tried your website to no avail.
