Notability synchs across unque icloud account but not across unique user login account.

I am referring to the App called Notability made by the websirte notability.com and the app is available in the App Store.

The App claims to have many features, (most of which I have not tried) but one of the claimed features which I would regard as very important needs to be tweaked. The app says:

"iCloud syncs your notes across your devices when using the same Apple ID—automatically transferring notes between your devices—giving you the latest version of each note on each device."

The instructions read
"Enable iCloud Sync
In the Library, select settings icon.png > Connected Services > iCloud Syncing.
Toggle iCloud Syncing on or off."

I am presuming that this will work fine when both devices are logged into the same icloud account. However, in my case my devices are on different icloud accounts, but they are using the SAME login email address (unrelated to the icloud account). In that case there is no synching across a user accounts despite being one user with the identiacal login details..

That is a little annoying.
