Turkish situation after 3 months of wait

After 3 months of waiting when the Turkey situation with Papara happened, my support chat stopped working after asking about news of my card and topped up money, lost almost $100 since the issue happened buying the card + the top up and still no news in Feb 2026.

I like how I can track every tiny…

I like how I can track every tiny payment. Helped me catch a late night purchase I totally forgot about. The History page could scroll smoother tho,sometimes it jumps a bit.But overall its been super useful for keeping things in check.

WARNING - you will lose your money

I have been using HexaCard for a while and write this review as a warning, especially after seeing 10 5-star reviews all posted within a few hours of each other a short while ago, all from Trustpilot "users" with only this one review of HexaCard. Obviously I cannot say with 100% certainty that these reviews are fake, so draw your own conclusions, but what I can say is that HexaCard is currently shut down, my virtual Turkish bank card has been closed, and all my funds have been seized - in spite of what HexaCard is saying here and on their website, where they claim that everything is working normally.

HexaCard has written to users that this is due to decisions by Turkish authorities. I don't know if this is true, but that's not really relevant in terms of whether or not one should become a customer with HexaCard. The fact is that customers have had their cards closed, and all balances in accounts have been changed to "0.00". You can read more about this on Reddit. HexaCard claim that the money is "safe" and that services will be restored, but I doubt this since the exact same thing happened previously with another similar issuer of virtual Turkish bank cards, Ininal, which many people were using to pay for Turkish streaming services -cards were closed and balances frozen more than 6 months ago. Ininal claimed it was due to decisions by Turkish authorities, and that services would be restored shortly, exactly like HexaCard - but now, 6 months later, my Ininal card is still closed and my money is still frozen. So this either seems like a "business strategy" on the part of some Turkish issuers of bank cards - to set up a business offering Turkish bank cards, wait until a large number of people have deposited money, and then "temporarily" close down and freeze the money (never to return them) - or a general problem with Turkish authorities or businesses' ability to do business in Turkey. If this was in fact caused by Turkish authorities (to prevent gambling, as it is claimed), and if Turkish authorities were acting in a fair and civilized way, surely Ininal would be up and running again by now. Like I said, I cannot say if the problem is with issuers of Turkish virtual bank cards or with Turkish authorities, but either way, if you deposit funds with HexaCard, you run a very real risk that you will lose your money.

However, the fact that HexaCard is suggesting (in responses to other reviews on Trustpilot as well as in official communications from HexaCard to customers) that current customers can just open a new card (for a fee!), which I have a strong suspicion will immediately be closed (or never issued, even if the user deposits more money and pays the fee for the new card), to me is a strong indication that HexaCard is acting in bad faith. And the fact that other issuers of virtual Turkish bank cards have been allowed to just seize their customer's money without Turkish authorities stopping it also says a lot about the risk of doing business with any company under the control of Turkish authorities.

Thanks for the reply, although some of the quotes and claims attributed to me are not present in my review. I repeat: I do not claim to know if it is the card issuer or Turkish authorities who caused this situation, but either way it carries a risk to use Turkish virtual bank cards and/or other services offered by firms subject to Turkish authorities. Trustpilot limits how much I can write so I have to limit my response to the following:

HexaCard states that it is "not accurate" to say that users have to "pay us again and we’ll maybe close your new card too" - explain to me why that is "not accurate"? It is a fact that my current card is closed, according to you due to actions by Turkish authorities who want to limit gambling, even though I have spent zero money on gambling or other prohibited or suspicious activity. I have only used the card to pay for video streaming services. If I opened a new card, I would use it for the same thing which already lead to my current card being closed. Why should I believe that a new card would not also be closed?

Update 14+20 November:

HexaCard wrote to me that they would issue a new card and asked me to remove my review from Trustpilot in return. I checked the app, and they had restored my balance on the old card (but it is still blocked) and issued a new card (with zero balance), but this card was blocked from the beginning and is useless, so HexaCard’s talk about a new card was an empty promise - exactly what I suspected. Now I have 2 blocked cards, I cannot get my balance out, and HexaCard is ignoring all emails and chat messages through the app. Right now, HexaCard is gone. So obviously my review stays here on Trustpilot! If the situation changes, I will update again. If cards are restored, I will happily report that.

HexaCard is not “shut down” and your funds have not been “seized” by HexaCard.
In specific cases, certain card programs or card ranges have been affected due to decisions by issuing partners and/or regulatory frameworks. When this happens, cards may be restricted and balances may temporarily appear as 0.00 on the user side. This display status does not mean HexaCard has taken or used your money. As clearly stated in our Terms & Conditions, funds are held with licensed partners and are subject to regulatory protection and settlement procedures.

All key conditions are clearly disclosed in our Terms & Conditions and service documentation.
Before using our services, users are asked to review and accept these terms. There we explicitly explain:

HexaCard operates via regulated third-party issuers and banking partners.

Card availability and functionality may be affected by regulatory or issuer decisions beyond our control.

The procedure for handling affected balances and card programs.

We strongly encourage you (and any reader) to carefully review the official Terms & Conditions and updated notices on our website/app, instead of relying only on assumptions or comparisons with unrelated providers.

Your comparison with Ininal and the claim of a “business strategy” to freeze deposits is misleading and unfair.
Each provider, issuer, and regulatory case is different. Suggesting that HexaCard’s intention is to “never return” funds is a serious and incorrect allegation that does not reflect how our infrastructure, compliance obligations, and partner relationships work.
Whenever a partner or regulatory decision affects a card product, our role is:

to communicate transparently with users,

to follow legal and regulatory procedures for safeguarding balances,

and where possible, to provide alternatives or solutions in line with the rules.

Regarding new cards and fees:
Interpreting our communication as “pay us again and we’ll maybe close your new card too” is simply not accurate.

In many cases, users are offered solutions or replacement options according to the issuer’s framework and our policies.

No user is forced to “buy a new card” in order to “unlock” old funds. Any card/product fee is for a new service, not to release previously held balances.

About the reviews:

I came across HexaCard while looking…

I came across HexaCard while looking for a way to pay for my freelance software. Made a card within minutes and it worked right away on Figma and Canva. Been using it every week now. Feels like it was made for freelancers like me.

As of yesterday Hexacard services are shut down. Because Papara (its issuer company) got its licenses revoked by Central Bank of Turkey due to being used on illegal activity with their VCCs (same thing they pulled it on Ininal btw). Paying 15$ for a VCC, submitting your personal information and not being able to use the service is just ridiculous.

Once you reach out to their "customer support" all you receive is an automated message and no further information or actions.

You won't get the service you paid for.
