Problem with this. The person on top before you decide to have 200 positions because of their finance ability. So that person would circle out 200 times before you. It might take light years before you be able to get an oppurtunity. If it was a situation of giving each one a fair chance and you get the next oppurtunity after your first out cycle it would be an opputunity for all but greed allow people to full all top positions with their whole nation and put you in spots ledt so their whole clan and nation before you. That is the problem with this scheme not people in mind but self.
