Fraudulent bill

We received a letter from this company/website to pay to activate our subscription after having created a French company (micro entreprise). The letter looks official and they somehow have all our details. However, the website has no info of what they do and if they are a government or 3rd party institution. We requested that our data should be kept private so do not understand how they got hold of our information. I did not pay and don't use the website, so cannot tell you if you get something from doing so, but doesn't seem to be linked with the French state.
